Our client offers experienced and expert general and administrative services management to the domestic independent power industry. The position is that of Site Quality Assurance / Quality Control Manager, under direction of the Projects General Manager.
The position is responsible for developing, implementing, and managing the Project Owners' QA/QC program and processes at a greenfield combined cycle gas turbine power plant, through all phases of construction, startup, commissioning and acceptance testing. The position represents the Owners in providing oversight of the EPC Contractor's quality standards for processes, materials, and workmanship.
This is a serious position for a serious individual that welcomes responsibility and hard work, which would include physically demanding work conditions, working in awkward positions, and working overtime, weekends, and holidays when necessary.
The outstanding individual that lands this position will need to demonstrate leadership, communication, and administrative skills. They will be composed and confident working under pressure as an individual or as part of a team. Perseverance and dedication to managing projects and delivering results is a must and all work should be done with the highest level of ethical behavior, self-discipline, reliability, and a strong orientation to safety and quality.
More specific duties would include, but not be limited to performing EPC Oversight over all phases of civil, mechanical, electrical, instrumentation and controls, and startup and commissioning; overseeing the EPC Contractor and Subcontractors for the power plant, gas pipeline, water lines, electrical switchyard, and interconnections; initiate, develop, implement, and maintain systems and procedures for quality assurance and quality control; responsible for assisting and helping ensure a safe work environment; and develop, procure, maintain, and update documents and resources of pertinent codes, publications, and specifications applicable to all phases of QA/QC for the project.
If that isn't enough, other responsibilities would include planning and executing inspections, oversight, and audits; ensuring the EPC Contractor and Subcontractors provide all required reports and documents; maintain records of investigations and dispositions related to defects and non-conformances; and interfacing with state boiler inspectors, insurance loss prevention consultants, lender's engineers and other state and local officials.

Required Qualifications
An associate degree and/or work experience in the field of QA/QC or equivalent work and/or military experience
A four year degree from an accredited university in a technical discipline, such as construction management or engineering is desired
An advanced degree and/or project management certification is desired

years of QA/QC experience in combined cycle power plant construction, startup, and operation
Experience providing QA/QC oversight of the construction and commissioning of Heat Recovery Steam Generators, Gas Turbines, and Steam Turbine Generators
Experience representing the Project Owner and leading a QQA/QC oversight effort while working with the EPC contractor and developing, implementing, and monitoring the processes needed to meet project requirements
Computer proficiency in word processing, spreadsheet and presentation functions, with a working understanding of Microsoft Word, Outlook, Excel and PowerPoint.
